Antique farm equipment: Old german farm tool for cutting turnips/beets (Rübenmühle).
The shredded turnips were mixed with hay and fed to cattle and horses.
At around 1950-1960 the hand wheel was replaced by a fly wheel and via a drive belt the cutter was driven by an electrical motor, switched on by a star-delta switch.
