These are #dynamic #cellar_doors that are made to fit for #sidewalk access, BUT you can go in and modify the metal to be wood and then tilt it up on an angle for regular #house_cellar_doors. They do open and close.
WARNING: DO NOT mess with the grouping or delete any grouping as they will either function weird or just stop working.
