Prior to the introduction of the Constitution class, the Carolina was Starfleet's flagship vessel. Fast and strong, the ship could hold its own against vessels of the opposing forces quite readily. It wasn't until the Four Year war that a better ship was needed, and it wasn't until then that Starfleet was even considering a ship with more firepower or more durability than the Carolina could provide.
Being the big sister of the Paris class means that often times a taskforce consisting of a few Paris scouts and a Caroline for heavy firepower wasn't an uncommon sight. Even though they're less flexible in payload than a Paris, the Carolina makes up more than enough for that by providing superior firepower.
