This is the HALO 3 Elite Commando Armour. It is one of the 5 multiplayer armour permutations availible for those awesome enough to play as Elites. *Way cooler, in my opinion that spartans, but in Reach i like spartans better.* This is, by far, the most Sci Fi armour the Elites wear.
