Neco-Arc is a member of the neco spirit race originating from the Great Cat Village. She became Ciel's pupil, constantly acting out in retaliation for having so little screen time and wishing for people to think she is intelligent. She is spoken of as a "creation of Kischur Zelretch Schweinorg" by Aoko Aozaki, suggesting that she was brought from another world, but there is also said to be a "certain urban legend" that speaks of six neco-arcs and one surpassing them as a possible materialization of TATARI. Other neco-arcs include Neco-Arc Bubbles, Neco-Arc Chaos, Neco-Arc Destiny, Neco-Arc Evolution, and Mysterious Neco Z.
