This assembly will require 3 pairs of roller skates or you can speed $9.99 on replacement inline skate roller bearings: https://www.amazon.com/dp/B09HV72KZ2?ref=ppx_yo2ov_dt_b_product_details&th=1
Then get (22) 1/4 - 20 hex bolts and nuts at home depot. Then get a Klein self tapping 1/4 - 20 drill tap: https://www.amazon.com/gp/product/B019874QJQ/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&psc=1
Go to Home Depot and buy some Steel or Aluminum to the size require for the table you want. I would use 2 four foot U shaped Steel bars for the side rails and a 1x4 super stud for the cross member and tape and drill aluminum extrusions into it to fit the rollers. Use one block of 4x4x4 hardwood and aluminum plates to fashion the block assembly on the cross member. Use the drill tap as a drill bit. You should have a drill for this project and a circular saw or chop saw. Hand tools can also work but use may want the circular saw to make this assembly into a panel saw. If you have a router, use it to carve out the super stud and then add L shaped steel or aluminum channels to guide the roller bearings. I will update this as I build it.
